He backed educational reforms and improvements, budgeting large sums of money to build and maintain new schools. His success in this region, combined with coming events, put him in a position to move again onto the national stage. In January 1829, a former rebel leader and general, Vicente Ramón Guerrero Saldaña, became president. Guerrero had helped Santa Anna put down a coup attempt against President Victoria two years earlier, a fortuitous event for Santa Anna, who was confirmed as governor and commander general of Veracruz.
