He backed educational reforms and improvements, budgeting large sums of money to build and maintain new schools. His success in this region, combined with coming events, put him in a position to move again onto the national stage. In January 1829, a former rebel leader and general, Vicente Ramón Guerrero Saldaña, became president. Guerrero had helped Santa Anna put down a coup attempt against President Victoria two years earlier, a fortuitous event for Santa Anna, who was confirmed as governor and commander general of Veracruz.

A few weeks after he turned 17, he was ordered to join a convoy north to end several Indian rebellions. His regiment set sail on March 13, 1811, with about 500 other troops under the command of Colonel Joaquín de Arredondo y Mioño, a headstrong but successful leader. By 1817, Arredondo and his troops had destroyed the Indians, put down the earliest rebellion in Texas, and won other battles.
